In certain instances, the appropriateness of which shall be determined in advance at the sole discretion of the City Manager, an applicant may submit a combined application for preliminary, construction plans and final plat approvals and request Planning Commission consideration of the consolidated preliminary and final plats at a regularly scheduled meeting to be held within 30 working days following City Manager approval of the construction plans pursuant to § 154.037 and receipt by the Planning Commission of reports from the City Manager and the Village Engineer pursuant to § 154.036 and 154.038.
