ARTICLE XIII
CHARTER REVIEW COMMISSION
   In January, 1982, and every fourth (4th) year thereafter, in the month of January, there shall be appointed a Charter Review Commission consisting of eleven (11) qualified electors. Each member of Council and the Finance Director shall each appoint one (1) member, and the Mayor shall appoint (3) members, one (1) of whom shall be a Councilperson. Such Commission shall review and recommend to the Council not less than one hundred-eighty days (180) calendar days prior to the General Election of November, 1982, and every General Election of November every fourth (4th) year thereafter, any alterations, revisions and amendments to the Charter as in its judgment it deems advisable. Within thirty (30) days of receipt of such recommendations, the Council shall then meet with the Charter Review Commission to review and discuss such recommendations. The Council may submit to the electors all or any of such proposed alterations, revisions and amendments to the Charter at the next General Election in 1982, and every fourth (4th) year thereafter.
   The members appointed to said Commission shall serve without compensation. Meetings of the Commission shall be open to the public.
