ARTICLE XIV
APPOINTMENTS OF THE MAYOR
   All appointments of the Mayor provided for by the Charter of the City of Independence when the approval of Council is required, shall be submitted to Council within ninety (90) days following any vacancy. The names of the Mayor's appointees shall be by individual Resolution. Should Council fail to approve any of the Mayor's appointments at its next regularly scheduled Council meeting, the Mayor shall within thirty (30) days submit by Resolution a new appointee, not previously submitted to Council. Should such second appointee named fail to be approved by Council at its next regularly scheduled Council meeting, then the Mayor shall within thirty (30) days submit by Resolution a new third appointee not previously submitted to Council. Should Council fail to approve said third appointee at its next regularly scheduled Council meeting or the Mayor fail to make required appointments within thirty (30) days, the power of the Mayor to appoint such officer and the power of Council to approve such officer, conferred by this Charter of the City of Independence, shall be forfeited by the Mayor and Council.
   Upon failure of the Mayor to appoint such officer as set forth herein, or the failure of Council to approve such third appointee of the Mayor, a committee comprised of the Chairperson of the Civil Service Commission, the Chairperson of the Board of Zoning Appeals and the Chairperson of the Planning Commission shall meet within fifteen (15) days and shall make an appointment to any vacant office provided for by the Charter. Should the Chairperson of the Planning Commission or the Board of Zoning Appeals be an elective official, he or she shall be disqualified from serving on the committee. He or she shall be replaced by that member of the Planning Commission or Board of Zoning Appeals who shall have served the longest period continuously from the date of his or her original appointment. The appointment made by this committee shall constitute fulfillment of the vacancy.
