SECTION 5. EXECUTIVE POWERS OF THE MAYOR.
   The Mayor shall be the chief executive officer of the Municipality. He or she shall supervise the administration of the affairs of the Municipality, and supervise all the departments and divisions thereof except as otherwise provided in this Charter. He or she shall be the chief conservator of the peace within the Municipality and shall see that all laws and ordinances are
enforced therein.
   Except as otherwise provided by this Charter or the Constitution of the State of Ohio, and subject to the Civil Service rules provided for in Article IV, Section 7 herein, the Mayor shall have the power to appoint, promote, transfer, reduce or remove any officer or employee of the Municipality not required by this Charter to be elected.
   The Mayor shall recommend to the Council for adoption such measures as he or she may deem necessary or expedient, keep the Council advised of the condition and needs of the Municipality, and exercise such powers and perform such duties as are conferred upon him or her or required by this Charter, or the laws of Ohio, except as otherwise provided in this Charter. The Mayor shall execute on behalf of the Municipality all contracts, conveyances, and all other instruments to which the Municipality is a party. He or she shall be the official and ceremonial head of the Municipality and shall receive all civil processes in any action wherein the Municipality is a party.
