SECTION 6. APPOINTMENT, QUALIFICATIONS, DUTIES AND REMOVAL OF CHIEF OF POLICE AND FIRE CHIEF.
   (a)    Appointment.
   The Chief of Police and Fire Chief shall be appointed by the Mayor with the consent of a majority of the members elected to the Council.
   (b)    Qualifications. 
      (1)    Chief of Police. The Chief of Police shall have had at least five (5) years training and experience in law enforcement. He or she shall be completely familiar with the duties of his or her subordinates. He or she shall possess such other qualifications as may be established by ordinance.
      (2)    Fire Chief. A Fire Chief shall have had at least five (5) years training and experience in fire fighting in a fire department of at least comparable size to that of this Municipality. He or she shall be completely familiar with the duties of his or her subordinates. He or she shall possess such other qualifications as may be established by ordinance.
 
   (c)    Duties.
      (1)    Chief of Police. The Chief of Police shall be responsible for the formulation of policies, general and specific orders, and rules and regulations for the efficient and legal operation of the Police Department. He or she shall perform such other duties that the Council may, from time to time, establish by ordinance or that the Mayor, as chief conservator of peace and order within the City, may, from time to time, prescribe.
      (2)    Fire Chief. A Fire Chief shall be responsible for the formulation of policies, general and specific orders, and rules and regulations for the efficient and legal operation of the Fire Department. He or she shall perform such other duties that the Council may, from time to time, establish by ordinance or that the Mayor, as chief conservator of peace and order within the City, may, from time to time, prescribe.
 
   (d)    Removal. 
   The Mayor may remove the Chief of Police or Fire Chief with the consent of five (5) members of the Council; provided, however, the Chief of Police or Fire Chief shall be given the right to be heard at an official meeting of the Council before its consent to his or her removal shall be given.
