145.01 CREATION AND COMPOSITION.
   There is hereby created a Police Department of the City which shall consist of a Police Chief who shall be appointed by the City Manager in accordance with the Charter, and such other officers and employees as may be authorized by Council.

145.02 POWERS AND DUTIES OF CHIEF.
   The Chief of Police shall be accountable to the Director of the Department of Safety. He shall perform the following duties:
   (a)   Formulate and administer procedures pertaining to the enforcement of rules and regulations for the operation of the Police Department including part-time police officers, such auxiliary police as may be appointed.
   (b)   Be responsible for the preservation of the public peace, order and safety, the prevention and detection of crime, the apprehension of offenders, the protection of person and property and the enforcement of all laws.
   (c)   Have control of the assignment of all police officers.
   (d)   Provide for the training and instruction of the officers and employees of the Police Department.
   (e)   Act as liaison officer with other law enforcement agencies.
   (f)   Perform such other duties as the Director of the Department of Safety may require.
