8-12-1: AUTHORITY OF DIRECTOR OF PARKING AND TRAFFIC DIVISION:
   A.   Those portions of the streets of the city abutting business property and authorized by the city commission are hereby established as parking meter zones.
   B.   The director of the parking and traffic division is hereby authorized and directed to install parking meters in all parking meter zones hereby established or hereafter established, by the city commission, for the purpose of, and in such numbers and at such places as in his judgment may be necessary to the regulation, control, and inspection of the parking of vehicles thereon. 8-12-2: PLACEMENT OF PARKING METERS:
   A.   Parking meters installed in parking meter zones shall be installed upon the curb immediately adjacent to the individual parking spaces hereinafter described, and each parking meter shall be so constructed and adjusted as to show, when properly operated, a signal that the space adjacent to which it is installed is or is not legally in use.
   B.   The director of the parking and traffic division shall cause the meters to be spaced and in such positions so that a driver of a vehicle may back or drive into the marked space adjacent to the meters, or park within eighteen inches (18") immediately in front of, or behind the meter where parallel parking is permitted, and in front of the meter and as close to the curb as possible when angle parking is permitted. The coin or coins hereinafter designated shall be deposited in the meter in front of, or behind the parked vehicle, which meter is hereby designated as the meter for the vehicle. In case the space shall be designated by the director of the parking and traffic division by painted lines or markings, then the vehicle must be parked within the area so designated, and the coins placed in the meter closest to such designated space. It shall be unlawful to park any vehicle across any such line or marking, or to park a vehicle in such a position that it shall not be entirely within such space designated or within such lines or markings.
