No person shall place or cause to be placed any obstruction, merchandise, equipment or other materials or things on the mall or any part thereof, except pursuant to use of a permit obtained pursuant to the provisions of section 7-9-3 or 7-9-5 of this chapter or chapter 13 of this title.
