Any person or any agent, officer or contractor for any person which owns or occupies land or improvements on or adjacent to the mall may, by applying to the City Manager or his designee in writing therefor, twenty four (24) hours in advance of the proposed use of the mall, obtain a permit to have vehicles or construction machinery on the mall for construction purposes or for moving furniture, supplies, building materials, equipment or merchandise to or from the premises owned or occupied by the applicant. The City Manager or his designee may, in his discretion, deny said permit or may attach any conditions to the permit that he, in his discretion, deems appropriate, including, but not limited to, the time or times of day or night, the period of time, the area on the mall, and the type and number of vehicles for which such permit shall be valid, and the route of ingress and egress to be used.
