351.12 PROHIBITION AGAINST PARKING ON STREETS OR HIGHWAYS.
   (a)   Upon any street or highway outside a business or residence district, no person shall stop, park or leave standing any vehicle, whether attended or unattended, upon the paved or main traveled part of the street or highway if it is practicable to stop, park or so leave such vehicle off the paved or main traveled part of such street or highway. In every event, a clear and unobstructed portion of the street or highway opposite such standing vehicle shall be left for the free passage of other vehicles, and a clear view of such stopped vehicle shall be available from a distance of 200 feet in each direction upon such street or highway.
   This section does not apply to the driver of any vehicle which is disabled while on the paved or improved or main traveled portion of a street or highway in such manner and to such extent that it is impossible to avoid stopping and temporarily leaving the disabled vehicle in such position.
   (b)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.

351.13 PARKING ON POSTED PRIVATE PROPERTY.
   (a)   If an owner of private property posts on the property in a conspicuous manner, prohibition against parking on the property or conditions and regulations under which parking is permitted, no person shall do either of the following:
      (1)   Park a vehicle on the property without the owner's consent;
      (2)   Park a vehicle on the property in violation of any condition or regulation posted by the owner.
   (b)   Whoever violates this section is guilty of a minor misdemeanor.

351.14 SNOW EMERGENCY PROCEDURES.
   (a)   All the public streets in the Village are designated snow emergency streets and that whenever two inches of snow or more fall on the streets, it shall be unlawful to park or leave parked any vehicles on any of the Village streets until the snow has been removed.
   (b)   Appropriate officials of the Village shall place signs on each street at the corporation limits indicating that these streets are snow emergency streets. The absence of such signs on any particular street shall not constitute a defense for a person who is charged with a violation of this section.
   (c)   Violation of this section shall constitute a minor misdemeanor and shall be punishable by a fine of not to exceed one hundred dollars ($100.00). If it is necessary for the Village to cause a vehicle parked illegally contrary to this ordinance to be towed away, costs of towing and storage will be charged against the owner. (Ord. 232. 351.15 NO PARKING ON MAIN STREET.
   (a)   No parking of motor vehicles shall be permitted along the north side of West Main Street from State Route No. 64 to the west line of Lot No. 18 in the Village.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
351.16 STORAGE AND PARKING OF VEHICLES.
   (a)   Any person failing to remove a parked vehicle from a public right-of-way, alley or street within the Village after an eighteen hour period, shall be cited for such. The citation shall be placed on the vehicle. After the vehicle has been cited for three consecutive eighteen-hour periods, the vehicle will be removed by Village authorities and recovered only upon payment of all costs incurred with the removal and storage thereof.
   (b)   No personal shall commit a public nuisance by storing or parking an inoperative, unlicensed or junk vehicle in public view on private property for more than seven days. After seven days, the property owner shall be notified by certified mail or personal delivery that the vehicle will be removed from the property by Village authority. The owner will only recover the vehicle upon payment of all costs incurred with the removal.
   (c)   Whoever violates this section is guilty of a minor misdemeanor. Any unclaimed vehicle shall be disposed of in accordance with the applicable Ohio R.C. 4513.61, 4513.62 and 4513.63. (Ord. 402. Passed 4-6-98.)
351.17 FAILURE TO PAY PARKING TICKETS.
   (a)   No person who has violated any provisions of this chapter for which payment of a prescribed fine may be made who has received a parking ticket, therefore, shall fail to pay the prescribed fine in the manner indicated on the issued parking ticket within seventy-two hours of the violation.
   (b)   Any person who shall violate or fail to comply with any of the provisions of this chapter, or shall counsel, aid or abet any such violation or failure to comply, shall be deemed guilty of a misdemeanor or shall be punished by a fine not to exceed fifty dollars ($50.00).
