(a) No person who has violated any provisions of this chapter for which payment of a prescribed fine may be made who has received a parking ticket, therefore, shall fail to pay the prescribed fine in the manner indicated on the issued parking ticket within seventy-two hours of the violation.
(b) Any person who shall violate or fail to comply with any of the provisions of this chapter, or shall counsel, aid or abet any such violation or failure to comply, shall be deemed guilty of a misdemeanor or shall be punished by a fine not to exceed fifty dollars ($50.00).
