When any property owner desires to have sewer service terminated as to any property belonging to said owner because the building or structure thereon is either removed, destroyed or condemned, whether by public health authorities or by a public entity having the power of condemnation, the side sewer shall be capped. All orders for discontinuation of sewer service must be done in writing by the owner and must be in conjunction with termination of water service as described in section 7-1-11 of this title. Owner may elect to continue paying at the unoccupied rate set from time to time by resolution and subject to modification from time to time. If owner elects to cease paying the monthly fee city council will issue an order terminating services. The order shall advise that the property is not presently served by city utilities. Said order shall be filed with the county recorder to provide notice to any individual considering the purchase of said property. The capitalization fee, in effect at the time of reconnection, must be paid before service will be reinstated. (Ord. 431, 3-3-2009)
