Whenever water service to a property being served by the system has been terminated pursuant to section 7-1-11 of this chapter, a reconnection fee shall be paid to the city before restoration of water service to the property. The amount of the reconnection fee shall be established by resolution adopted by the city council, and shall be subject to modification from time to time in the manner provided for the modification of other rates established by this chapter.
