A. City Maintenance Supervisor: The city maintenance supervisor shall be the head of the water department and subject only to the orders of the mayor and city council. The city maintenance supervisor, together with his assistant, shall perform the duties prescribed herein for the water department of the city, except such duties as may be specifically assigned to the city clerk as the clerk of the water department 1 . B. Water Department Personnel: The water department shall consist of the city clerk as clerk of the water department, and the city maintenance supervisor and his assistants, who shall carry out all the provisions of this chapter and shall be subject only in matters of discretion to the mayor and city council.
