1-5-4: CITY CLERK:
   A.   General Duties:
      1.   The city clerk shall attend all meetings of the city council and keep a correct journal of its proceedings and shall also keep a book or record of all ordinances of the city in which all of the ordinances adopted by the city council and approved by the mayor, or which may be adopted without his approval, together with the proof of their publication, shall be recorded in regular order. He shall keep an index of such book of ordinances and journal of proceedings.
      2.   He shall have the custody of all the records of the city council, and of the corporate seal; he shall keep a record of all outstanding bonds against the city, showing the number, amount and date of each, to whom issued and when paid or canceled. He shall keep a complete set of double entry books and enter therein everything appertaining to the finances of the city, including the amount distributed and expended for each particular item or appropriation, according to estimation of the administrative committee, and shall furnish an income and expense report to the city council each month, reporting at the same time the balance remaining in each fund.
      3.   He shall perform such other duties as may be prescribed by ordinance or fixed by the laws of the state of Idaho.
   B.   Water And Sewer Department Duties:
      1.   The city clerk shall be the clerk of the water and sewer department and shall do all the clerical work necessary for conducting the business of said department including the sending out of the water, sewer and garbage service bills for service fees due from the consumers to the city, and all such service fees due from the consumers to the city shall be due and payable to the city. Upon the request of any person paying any money into the treasury, he shall give a receipt therefor, showing the date of the payment and on what account paid. (Ord. 348, 1-9-1998)
      2.   In the event of the failure of a water or sewer consumer of the city to make payments at the time and in the manner prescribed by the ordinances of the city, it shall be the duty of the city clerk, as clerk of the water and sewer department, to enforce the same by directing and ordering the water and sewer turned off on delinquent users, and also to issue necessary orders for the turning on of water and sewer of delinquent users when the users have complied with the rules and regulations of the department and have paid the delinquent bills as prescribed in the ordinances of the city.
