Upon the notice provided for in section 6-7-3 of this chapter being published, any resident of the city may file with the city council any protest, remonstrance or objection against the granting of such permit or franchise, such protest, remonstrance or objection to be in writing and signed, and if the city council finds that a majority of the property owners and taxable inhabitants in the city have signed such protest, remonstrance or objection, such permit or franchise shall not be granted.
