6-7-3: APPLICATION FOR FRANCHISE:
   A.   Contents: The application for a franchise shall be presented to the city council and shall state fully the person, company, corporation or association applying for the permit or franchise, the object, purpose and period for which the permit is requested. The privileges asked for must be specifically stated; all highways, bridges, streets or alleys to be made use of must be designated; and the mode of how the proposed line or system and the extent of its plants, and how built, constructed or to be erected must be fully described. The proposed rates and charges to patrons and consumers must be stated; any concession in return for the permit to be made on the part of the applicant to the city or its residents must be stated; and any other information that will fully explain the terms, conditions and purposes under which the permit is asked shall be embodied in such application.    B.   Filing; City Council Action: After the filing of such application, the city council shall cause an ordinance to be drawn up in conformity with the application and also embodying therein such conditions, terms, regulations and restrictions for the government, operation and construction of the respective lines or systems as they may deem fit. Such ordinance shall be read three (3) times before final action thereon is taken. (1983 Code § 5.20.040)
   C.   Notice:
      1.   After the filing of any application for a permit or franchise, the applicant shall, at his own expense, cause to be published a notice that such application has been made, and in such notice shall set forth the purpose, the period for which such permit or franchise is asked, and the concessions, conditions and terms under which such permit or franchise is asked. The highways, bridges, streets and alleys to be used in the construction of the lines or systems and the rates and charges proposed to be charged to patrons and consumers shall be stated in the notice.       2.   Such notice shall be published in the official newspaper of the city for a period of not less than four (4) consecutive weeks. (1983 Code § 5.20.060)
