It shall be unlawful for any parent, legal guardian or other person eighteen (18) years of age or older to wilfully, knowingly or recklessly permit a minor in his custody or control to commit any act tending to break the peace, violate a Municipal curfew ordinance, or engage in street gang related criminal activity. A. If any provision, clause, sentence, paragraph, section or part of this Article, or the application thereof to any person or circumstance, shall for any reason be adjudged by a court of competent jurisdiction to be unconstitutional or invalid, said judgment shall not affect, impair or otherwise invalidate the remainder of this Section and/or the application of such provision to other persons or circumstances, but shall be confined in its operation to the provision, clause, sentence, paragraph, section or part thereof directly involved in the controversy in which such judgment shall have been rendered and to the person or circumstances involved.
B. It is hereby declared to be the legislative intent of the Village Board of Trustees that this Article would have been adopted had such unconstitutional or invalid provisions, clause, sentence, paragraph, section or part thereof not been included. (Ord. 96-36, 12-19-1996)

It shall be unlawful for any person at any time to stop, stand or park any vehicle at any of the following locations, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic control device:
A. In any intersection.
B. In any crosswalk.
C. Upon any bridge or viaduct, or in any subway or tunnel or the approach thereto.
D. Between a safety zone and the adjacent curb or within thirty feet (30') of a point of the curb immediately opposite the end of a safety zone.
E. Within thirty feet (30') of a traffic signal, beacon or sign on the approaching side.
F. Within twenty feet (20') of any intersection or crosswalk.
G. At any place where the standing of a vehicle will reduce the usable width of the roadway of moving traffic to less than eighteen feet (18').
H. Within fifteen feet (15') of a fire hydrant, except in the business district, a vehicle may be parked within nine feet (9') of a fire hydrant provided that there is at least fifteen feet (15') of no parking on the opposite side of said fire hydrant.
I. At any place where the vehicle would block the use of a driveway.
J. Within fifty feet (50') of the nearest rail of a railroad grade crossing.
K. Within twenty feet (20') of the driveway entrance to any Fire Department station and on the side of the street opposite the entrance within seventy five feet (75') of such entrance when properly signposted.
L. On any sidewalk or parkway, except that a vehicle may be parked over a sidewalk, and on any paved surface in the parkway (such as, for example, a driveway apron) between the hours of nine o'clock (9:00) P.M. on one day and six o'clock (6:00) A.M. the following day.
M. At any place where official signs prohibit parking. Parking will be prohibited on all days from one o'clock (1:00) A.M. to six o'clock (6:00) A.M. on State Street from Jackson Avenue to Keyes Avenue within the Village limits.
N. On the following streets in the Village, at all times:
1. Tang Boulevard.
2. Hauk Road.
3. Elgiloy Drive.
4. The north side of Terwilliger Street, from Prairie Street west to the park entrance.
5. Dietrich Road.
6. On Keyes Avenue, on the north side only, between State Street and Industrial Drive.
7. Terwilliger Street:
a. On both sides of the street between State Street and Klick Street (except that parking shall be allowed on the south side of the street only, between 8:00 A.M. and 12:00 noon, on Sundays only).
b. On the south side of the street, west of the westerly entrance to the semicircle driveway serving Hampshire Elementary School, for a distance west of thirty feet (30').
8. Prairieview Parkway, on the east side of the street, between State Route 72 (Oak Knoll Street) and Terwilliger Street.
9. Rowell Road.
10. Industrial Drive.
11. Brandt Drive.
12. Arrowhead Drive.
13. Gast Road.
14. Flannigan Road.

For purposes of these regulations:
CLASS D OR HIGHER: Class D, Class E, Class F and so on, as defined in the Illinois Vehicle Code.
COMMERCIAL VEHICLE: Defined as set forth in the Illinois Motor Vehicle Code, section 1-111.8, 625 Illinois Compiled Statutes 5/1-111.8, as now stated and as may be hereafter modified or amended from time to time, any of which modifications or amendments to be incorporated herein by this reference. A. In a residential district in the Village, it shall be unlawful to stop, stand or park any commercial vehicle with a Class D registration or higher upon any public street or roadway for a period in excess of sixty (60) minutes, except that this prohibition shall not apply to any commercial vehicle stopped, standing or parked in an alley when loading and unloading from such vehicle; and except for any public utility or emergency vehicle while engaged in a lawful purpose within said residential district.
B. It shall be unlawful to stop, stand or park any semi- trailer or tractor on any public or private property in a residential zoning district; except as follows:
1. When said truck or tractor is actually delivering, unloading or loading personal property to or from premises located in such residential zoning district;
2. When parked wholly inside any lawful structure; or
3. For emergency purposes; provided, whenever a semitrailer or tractor is stopped, standing, or parked in an emergency situation, all requirements regarding flares or other warning devices shall be complied with; and the driver or owner shall notify the Police Department of the circumstances as soon as possible.
C. A resident may stop, stand or park a travel trailer, camper, recreational vehicle, or boat, or a truck, trailer or moving van on a public right-of-way or street directly in front of his or her dwelling, for purposes of loading or unloading, for a period not to exceed twenty four (24) hours, unless said parking will cause a danger to public safety. Provided, such resident shall notify the Police Department prior to stopping, standing or parking such travel trailer, camper, recreational vehicle, or boat, or truck, trailer or moving van pursuant to this subsection.
