1931.20 EFFECT OF NONCOMPLIANCE; CITY MAY REMOVE VIOLATION.
      (a)    Upon receiving a notice of violation regarding a junk, inoperable, unlicensed or abandoned vehicle the owner, operator, or occupant of the property is required to abate the condition within seventy-two (72) hours from receipt of the notice of violation.
   
   (b)    Whenever a notice or order to remove a violation has not been complied with, the Executive Director of External Services may proceed to cause the violation to be removed after the Executive Director of External Services has documented sufficient proof to support such determination of non-compliance.
      (1)    The owner, operator, or occupant of the property shall then be notified of such finding by the Executive Director of External Services in the manner described in Section 1931.19. 
      (2)   The Executive Director of External Services shall not commence their abatement for a vehicle until seventy-two (72) hours for all other violations after the subsequent notification required by Section 1931.20(b)(1).
