1905.07 POWER TO ACT IN EMERGENCY.
      (a)    Whenever the Executive Director of External Services and/or his or her designee, at any stage of the proceedings instituted under the provisions of this Housing Code or the Property Maintenance Code, finds that a violation of the Housing or Property Maintenance Codes exists which requires immediate action to abate a direct hazard or immediate danger to the health, safety, morals, or welfare of the occupants of a building or of the public, he or she may, without prior notice or hearing, issue an order citing the violation and directing that such action be taken as is necessary to remove or abate the hazard or danger.
 
   (b)    Such order described in subsection (a) above may include an order to vacate as provided in Section 1905.15.
 
   (c)    Notwithstanding any other provision of the Housing and Property Maintenance Codes, such an order as described in subsection (a) above shall be effective immediately upon posting on the property that is the subject of the order and shall be complied with immediately or as otherwise provided. A copy of such order shall be forwarded to the owner or operator by regular mail to said person's residence, regular place of business, or last known address, but the effective date of such order shall remain the date on which it was posted pursuant to this Section 1905.07.
