The Grove Municipal Airport Managing Authority shall adopt such rules and regulations as they may deem necessary and expedient for the proper operation and management of the municipal airport, its related property and facilities and shall have authority to alter, change, or amend such rules and regulations at their discretion. The authority shall comply or cause to be complied with all civil air regulations of the federal and state government with respect to air worthiness of aircraft, certification of aircraft, and operation of aircraft. They shall protect all the aerial approaches to the airport insofar as it comes within their jurisdiction. Further, they shall insure that all developments of facilities on the municipal airport are in accordance with the Federal Aviation Administration, the airport master plan, and other city, county, state, and federal agencies that may be associated with the development of the airport and shall cooperate with the city in the enforcement, within guidelines of the various city, county, state and federal agencies, of all ordinances relating to or regulating the use of the municipal airport. A. The following rules are adopted by the Airport Management Authority to provide guidelines for the safe operation of aircraft at the municipal airport. These rules are not in conflict with any Federal Aviation Regulations, but are a supplement to the regulations to provide an acceptable level of safety and to provide protection to the aviation public and public in general:
1. No model airplanes will be operated at the airport without the approval of the air port management. Aircraft that have not been certificated by the Federal Aviation Administration will not be operated at the Grove Municipal Airport without the approval of the airport management;
2. Only FAA certificated pilots or student pilots under the supervision of an FAA Certificated Flight Instructor will be permitted to operate aircraft from the Grove Municipal Airport;
3. All pilots operating in the Grove Municipal Airport traffic pattern shall observe and use a left hand traffic pattern;
4. Since the Grove Municipal Airport does not have a parallel taxiway and the ends of the runway are not visible from either end, aircraft must use the active runway for taxiing, take-offs and landings. To achieve an acceptable level of safety, all radio equipped aircraft will utilize UNICOM Frequency 122.8 Mhz during taxi, take-off and landing operations to report position and intentions;
5. No aircraft will be started and operated inside the Tee Hangars located on the west side of the airport; and
6. No person will be permitted to operate an aircraft from the Grove Municipal Airport while under the influence of alcohol or drugs.
B. Any person, firm or corporation who violates any provisions of this chapter shall be guilty of a misdemeanor and upon conviction, shall be fined as provided in Section 12-108 of this code. (Ord. No. 269, 5/18/82)
No commercial aeronautical service, or aeronautically associated service, operation or activity shall be offered or performed at the municipal airport without a fixed base operator's license for such service, operation or activity having first been approved and issued by the airport managing authority of the city. Aeronautical activity of municipal, state and federal agencies shall be exempt from this provision. (Ord. No. 205, 9/9/75)
