15-401: SPEED LIMITS GENERALLY; EXCEPTIONS:
A.   No vehicle shall be driven at a greater speed than twenty-five (25) miles per hour upon any street or highway within the city except:
   1.   Emergency vehicles being lawfully driven as provided in this code;
   2.   When a different speed limit is otherwise designated and posted; or
   3.   When a different speed limit is established in the code.
B.   The city council, by motion or resolution, may reduce or increase the speed limits provided in this code, and when it does so, appropriate signs shall be placed on such streets or parts of streets indicating the lower or higher speed limit.
C.   No vehicle shall be driven at a greater speed than the speed limits designated and posted on the following streets:
   1.   Maximum speed - 45 mph:
      Baycrest Avenue - Rockwood to Leisure Lane
      Har-Ber Road - Quail Run Road to 595 Road
      East 13th Street - Shundi to 640 Road
      640 Road - Hwy 10 to 13th Street
      293 Road - 590 Road to 595 Road
   2.   Maximum speed - 35 mph:
      North Quail Run Road - 13th Street to Baycrest
      Baycrest Avenue - 595 Road to Quail Run Road and East of Lookout Point
      Broadway Avenue - Har-Ber Road to State Park Road
      18th Street - Sumac Road to Shundi Road
      Leisure Lane -Highway 59 to Baycrest Avenue
      Har-Ber Road - Leisure Lane to South 590 Road
      Industrial Road/640 - Highway 10 North to Industrial Road 10
      Industrial Road A - North from Highway 10
      Lake Road 3 - Sumac to city limits
      North 3rd Street - Cherokee Street to Lannell Street
      O'Daniel Street - Broadway Avenue to Highway 59
      Shundi Road - 7th Street to 18th Street
   3.   Maximum speed - 30 mph:
      Har-Ber Road - Broadway Avenue to Leisure Lane
      Industrial Road 5
      Shundi South Bound - from 7th Street
      South Quail Run Road - from 13th Street
      East 13th Street - Main to Shundi
      590 Road - 293 Road to 295 Road
      690 Road - 587 to 590
   4.   Maximum speed - 20 mph:
      Sumac Road - from 13th Street to 18th Street
      All streets that are designated Golf Cart Routes
      North 16th Street - Highway 59 to Sunrise Boulevard
      Wolf Creek Parkway
      North Quail Run Road - from Baycrest North
      Evans Drive
      Red Bud
      South Cherokee - 4th Street to 11th Street
      Kayla Road
      Taylor Street
      Shasten Street
      21st Street
      Lee Street
      Hadden Drive
      Cedar Oaks Drive
      Sunset Circle
   5.   Maximum speed - 15 mph:
      Leisure Lane - 7th Street to 10th Street from 7:00 a.m. to 4:30 p.m. on days Grove public schools are in session
      7th Street - Leisure Lane to Center Street from 7:00 a.m. to 4:30 p.m. on days Grove public schools are in session
      10th Street - Leisure Lane to Center Street from 7:00 a.m. to 4:30 p.m. on days Grove public schools are in session
   6.   Maximum speed - 10 mph:
      Center Street - 7th Street to 10th Street from 7:00 a.m. to 4:30 p.m. on days Grove public schools are in session

15-402: SCHOOL ZONES:
No vehicle shall be driven at a greater speed than posted between the hours posted on any street adjacent to any school in a designated school zone on days when school is in session, unless a different speed limit or time is otherwise designated and posted. (Prior code ch. 20)
15-403: SPEED NEVER TO EXCEED THAT WHICH IS REASONABLE OR PRUDENT FOR EXISTING CONDITIONS:
No person shall drive a vehicle at a speed greater or less than is reasonable or prudent under the conditions then existing, taking into consideration among other things, the conditions of the vehicle, the traffic, roadway surface or width, the amount of light or darkness, the presence of pedestrians in or near the roadways, and the obstruction of views. No person shall drive any vehicle at a speed greater than will permit him to bring it to a stop within the assured clear distance ahead. (Prior code ch. 20)
