ARTICLE III
THE MAYOR
SECTION 3.01 ELECTION, TERM.
   At the regular Municipal election in 1959 and at each four year interval thereafter a mayor shall be elected to serve for a term of four years.
SECTION 3.02 QUALIFICATIONS.
   All candidates for mayor shall possess the same qualifications as those prescribed in Section 2.02 of this Charter for members of Council.
SECTION 3.03 VACANCIES, TEMPORARY AND PERMANENT.
   Whenever the Mayor is temporarily incapacited or absent from the City, his administrative functions shall be performed by his Administrative Assistant and his judicial functions by the President of Council. In case of his death, removal from the City, resignation or permanent disability, the President of Council shall become Mayor and thereby vacate his office in the Council.
SECTION 3.04 SALARY.
   The Mayor shall receive a salary per annum, payable monthly. The Council may, by ordinance, change this salary, but no increase may become effective until the beginning of the next term of office after its adoption. An ordinance making such a salary change shall not be declared an emergency ordinance, and it shall be passed and published at least sixty days prior to the day of the election in order to become effective with the term of the mayor elected at such election.
