GENERAL
For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"ASHES." Residue from fires used for cooking, or heating buildings, or residue from grills, or other permissible fires.
"COMMERCIAL ESTABLISHMENTS." Any public or private place, building, and/or enterprise devoted in whole or in part to a business enterprise whether nonprofit or profit-making in nature. Multi-family establishments such as condominiums, town homes, patio houses, apartments, and other such facilities used for residential purposes containing three or more residential living units under one roof are commercial establishments. A mobile home complex with five or more individual homes shall also be considered a commercial establishment.
"CONSTRUCTION AND DEMOLITION DEBRIS." Discarded materials generally considered to be not water-soluble and nonhazardous in nature, including but not limited to steel, glass, brick, concrete, asphalt roofing material, pipe, gypsum wallboard, and lumber, from the construction or destruction of a structure as part of a construction or demolition project or from the renovation of a structure, and including rocks, soils, tree remains, trees, and other vegetative matter that normally results from land clearing or land development operations for a construction project, including such debris from construction of structures at a site remote from the construction or demolition project site. Mixing of construction and demolition debris with other types of solid waste will cause it to be classified as construction and demolition debris.
"FURNITURE." Movable objects intended to support various human activities such as seating and sleeping. Items included but not limited to are beds, mattresses, chairs, dressers, sofas, tables and chairs, and desks. Appliances are all considered furniture for this chapter.
"GARBAGE" or "TRASH." All refuse accumulations of animal, fruit, or vegetable matter that attend the preparation, use, cooking, dealing in, or storage of meat, fish, fowl, fruits, or vegetables, and containers originally used for foodstuffs. Normal household items such as other small containers, clothing, and bedding will be considered the same.
"REFUSE." Garbage, trash, or ashes.

No person conveying his garbage or refuse to the landfill or other place of disposal, or engaged in such enterprise, shall permit any such refuse to fall from the vehicle on any public street or alley in the city.

It shall be unlawful to dump or place any garbage or refuse on any alley, street, roadside, or on any other premises in the city except as provided for in § 93.13.
