The required number of parking and loading spaces as set forth in this chapter, together with driveways, drive aisles, and other circulation areas, shall be improved with acceptable impervious material to provide a durable and dust-free surface, typically portland cement concrete or asphaltic concrete. Any improvement(s) made to aprons, sidewalks, and driveways on residential streets must be improved using material(s) which shall be first approved by the Village Administrator or Village Engineer. Any improvement(s) made to aprons, sidewalks, and driveways in planned developments with concrete streets must be improved using like-kind material(s) which shall be first approved by the Village Administrator or Village Engineer. Any person desiring to replace or resurface any apron, sidewalk or driveway located on a residential street or in a planned development shall first submit a completed application, on a form provided by the Village, detailing the improvement(s) to be made and the material(s) to be used thereon, to the Village Administrator or Village Engineer for approval.

All parking and loading areas shall provide proper drainage of surface water to prevent the drainage of water onto adjacent properties or walkways. Storm system and detention design calculations will be required per Village design standards and specifications for all improvements.

Any parking area which is intended to be used during non-daylight hours shall be properly illuminated to avoid accidents. Any lights used to illuminate a parking lot shall be of such a type and/or so arranged/diffused so as to reflect the light away from the adjoining property.

The following regulations shall govern the location of off-street parking spaces and areas:
(a) Parking space for all detached residential uses shall be located on the same lot as the use which they are intended to serve.
(b) Parking spaces for commercial, industrial, or institutional uses shall be located not more than 700 feet from the principal use. Parking lots farther than 700 feet from the principal use may be approved by the Board of Zoning and Building Appeals.
(c) Parking spaces for apartments, dormitories, or similar residential uses shall be located not more than 300 feet from the principal use.

Whenever a parking area is located in or adjacent to a residential district or property used for residential purposes, it shall be effectively screened on all sides which adjoin or face a residential use, buffered either by a wall, fence, or vegetation. Such fence, wall, or vegetation shall be not less than 4 feet nor more than 6 feet in height and shall be maintained in good condition. The space between the screen and adjoining residential uses shall be landscaped with grass, hardy shrubs, or evergreen ground cover and maintained in good condition. In the event that terrain or other natural features are such that the erection of such fence, wall, or planting screen will not serve the intended purpose, then no such fence, wall, or planting screen and landscaping may be required.

The parking of a disabled vehicle within a residential or commercial district for a period of more than 2 weeks shall be prohibited, unless such vehicle is stored in an enclosed garage or other accessory building.
