(A) It shall be unlawful for any person to be within the boundaries of any city park between the hours of 10:00 p.m. and 6:00 a.m. of the following day. This prohibition shall not apply during any event or function which is sponsored by the city, nor when the city has issued a permit for a function or event which activity extends into the closing time set forth above.
(B) This section shall be in full force and effect from and after its passage and its publication once in the official newspaper of the city.
