For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
AT LARGE. Off the premises of the owner and not under the control of the owner or a member of his or her immediate family, either by leash or otherwise. The RUNNING AT LARGE of dogs is prohibited at all times.
CUSTODIAN. Any person or business entity owning, harboring or keeping a dog either permanently or temporarily.
HOUSEHOLDER OCCUPANT. Any person who ordinarily exercises dominion or possession over a residence, office, store, building or shop or other premises which is generally deemed to be a single unit of occupancy within the city whether as an owner, landlord, tenant or otherwise.
OWNER. Any person, firm or corporation owning, harboring, keeping a dog or allowing the same to be about his or her premises.
POUNDMASTER. Any person authorized by the city to enforce the provisions of this subchapter.
RESIDENCE. Any dwelling, abode or apartment wherein a single family customarily resides.
