§ 22-46 GENERAL CONDUCT OF RAFFLES.
   All raffles licensed under this paragraph shall be conducted in accordance with the following provisions:
   (a)   The aggregate retail value of all prizes in any raffle shall not exceed $1,000,000.
   (b)   The maximum retail value of any one prize in any raffle shall not exceed $250,000.
   (c)   No chances may be sold, or tickets delivered, for any raffle more than 120 days prior to the date set for the determination of the winning chance.
   (d)   The maximum price for any one chance or ticket in any raffle shall be $500, however, the Village Board may approve an amount up to twice the maximum price for any one chance or ticket for any eligible person (as defined in § 22-51) that has been in active existence continuously in the village for a period of 15 consecutive years immediately before making application for a license.
   (e)   The entire net proceeds of any raffle must be exclusively devoted to the lawful purposes of the organization licensed to conduct such raffle.
   (f)   No person except a bona fide member of the sponsoring organization may participate in the management or operation of the raffle.
   (g)   No person may receive any remuneration or profit for participating in the management or operation of a raffle.
   (h)   Each license shall specify the time and place where the winning chance or ticket will be determined. No other time or place may be substituted for that appearing on the license.
   (i)   With the exception of a license issued to a law enforcement agency or a statewide association that represents law enforcement officials, each license shall specify the area or areas within the village where raffle chances may be sold or issued.
   (j)   No person under the age of 18 may participate in the conduct of raffles or chances. A person under the age of 18 may be within the area where winning chances are being determined only when accompanied by his/her parent or guardian.
   (k)   A licensee may rent premises on which to determine the winning chance or chances in a raffle only from an organization which is also licensed to conduct a raffle in the state.
   (l)   The winning chance or chances shall not be determined by the outcome of a publicly exhibited sporting contest.
