§ 22-51 PERSONS ELIGIBLE FOR LICENSE.
   (a)   Raffle licenses shall be issued only to:
      (1)   Bona-fide nonprofit, religious, charitable, labor, business, fraternal, educational or veterans' organizations which have been in active existence continuously for a period of five consecutive years immediately before making application for a license and which had during that entire five-year period a bona fide membership engaged in carrying out their objectives;
      (2)   A nonprofit fundraising organization that the licensing authority determines is organized for the sole purpose of providing financial assistance to an identified individual or group of individuals suffering extreme financial hardship as the result of an illness, disability, accident or disaster; or
      (3)   Law enforcement agencies and statewide associations that represent law enforcement officials so long as the key location is located within the Village.
   (b)   No raffle license shall be issued hereunder to any of the following:
      (1)   A person who has been convicted of a felony.
      (2)   A person who is or has been a professional gambler or gambling promoter.
      (3)   A person who is not of good moral character.
      (4)   A person, firm, corporation or organization which has had a license issued pursuant to this division revoked or has been found to have violated any provision of this article.
      (5)   A firm, corporation or organization in which an individual described in paragraphs (1), (2), (3), or (4) above, has a proprietary, equitable or credit interest, or in which such an individual is active or employed.
      (6)   A firm, corporation or organization in which an individual described in paragraphs (1), (2), (3) or (4) is an officer, director, or employee, whether compensated or not.
      (7)   A firm, corporation or organization which will allow an individual described in paragraphs (1), (2), (3) or (4) above, to participate in the management or operation of a raffle.
