It is the express intention of the board of trustees that this chapter 26B not be considered for, nor presented to the Illinois Historic Preservation Agency for consideration for, certification by the Illinois Historic Preservation Agency or the United States Department of the Interior. Additionally, it is the express intention of the board of trustees that the conferral of honorary status shall not qualify structures, buildings, objects or sites as an "historic building" under the Revenue Act, 35 ILCS 200/10-40 et seq. or as a "certified historic structure" under the Tax Reform Act of 1986, 26 U.S.C. §§ 1 et seq. or under other legislation subsequently passed into law by the State of Illinois or the United States. The village manager or the manager's designee shall cooperate with the Illinois Historic Preservation Agency (or any other department or officials providing or overseeing the granting of financial benefits in furtherance of historic preservation) to effect the intent of this chapter as set forth in this section 26B-40.
