§ 30-59 SAME - MANNER OF CONSTRUCTING, ETC., STONES, BOULDERS OR OTHER HARD MATERIAL SUBSTANCES.
   Any person owning, using or controlling any property, fronting or abutting upon any street, avenue, alley or public thoroughfare of the village may, whenever and as permitted and authorized to do so by a permit therefor as provided for in § 30-60, duly issued by the village, place, construct or maintain stones, boulders or other hard material obstructions of like character in the parkway of any public thoroughfare along and parallel with the curb line or gutter line of any roadway in such public thoroughfare; provided, that the same shall be so placed that they shall not be nearer than two feet from such curb line or gutter line; and, provided further, that they shall be so placed that they shall not extend more than four inches above the surface of the ground adjoining their location as herein specified. For the purposes of this section, the term GUTTER LINE shall be construed to mean the edge of the pavement or roadway where no curb exists.
