§ 23-93.1 SNOW EMERGENCIES.
   (a)   No person shall park or allow to remain parked any vehicle on any portion of any public street, highway or roadway in the village at a time when a snow emergency, as defined in subsection 23-93.1(b) of this section, exists.
   (b)   A SNOW EMERGENCY shall exist whenever there has been an accumulation of new snow or ice or two inches or more in any period of time of 24 hours or less. A snow emergency shall terminate with respect to any one-block portion of any public street, highway or roadway whenever such street area has become substantially clear of snow and ice for the length of an entire block to a width sufficient to allow passage of traffic in two directions.
   (c)   Nothing in this section shall be construed to permit parking at any time or place where it is otherwise forbidden by another provision of law.
