§ 23-86.1 HANDICAPPED AND MEDICAL EMERGENCY PARKING.
   (a)   (1)   It shall be unlawful for the driver of a vehicle to park a vehicle or to leave a vehicle unattended in any area designated by the owner thereof or the village as "handicapped parking," unless either the driver or a passenger in the vehicle is a handicapped person or disabled veteran.
      (2)   It shall further be unlawful for the driver of a vehicle to park a vehicle or to leave a vehicle unattended in any area designated by the owner thereof or the village as "medical emergency parking," unless either the driver or a passenger in the vehicle is in urgent need of medical attention at the medical office for which such space is provided.
      (3)   Any property owner reserving a portion of a parking area for handicapped or medical emergency parking is deemed to have granted the village the right to enforce these parking restrictions. A HANDICAPPED PERSON for the purpose of this section shall be any person who is defined as HANDICAPPED pursuant to Ill. Rev. Stat. ch. 95-1/2, § 1-159.1, and whose vehicle possesses handicapped license plates issued by the State of Illinois or who has obtained a sticker for display on the vehicle from the State of Illinois to be issued to handicapped persons.
   (b)   Notwithstanding any penalty provisions in this chapter or this code, any person violating subsection 23-86.1(a) hereof shall be assessed a fine in the amount of not less than $250 for each offense and any such person may have his or her vehicle towed from any parking area designated as handicapped or medical emergency parking as provided by article X of this chapter.

   (c)   Any property owner may reserve a portion of the owner's parking area for handicapped or medical emergency parking, or both, by causing appropriate signs to be posted and maintained. The village manager may reserve any village-owned or leased parking space for handicapped or medical emergency parking, or both, by causing appropriate signs to be posted and maintained.
   (d)   A motor vehicle bearing a sticker or registration plates issued to a handicapped person shall be exempt from the payment of parking meter fees and exempt from any time limitation in parking, except for limitations of one-half hour or less on any street, road or parking lot or parking place owned or leased by the village
