No person shall park any vehicle on any portion of a parkway, including sidewalks and driveway aprons. Driveway aprons are defined as that portion of a parkway connecting a private driveway and an improved roadway. Notwithstanding the foregoing, persons may park vehicles classified as first division vehicles pursuant to § 23-67 of this code on driveway aprons serving their own residence or residences that they are visiting.
