(a) The licensing period shall begin on May 1 and shall run for one year. Application for annual licenses may be made 45 days prior to May 1 (by March 15 each year).
(b) Fees for licenses shall be paid annually to the village based upon the date such licenses are issued. The fees for motor vehicle licenses, including penalties for late payment, are and shall be as set forth in the Comprehensive Fee and Fine Schedule.
(c) Any unit of local government with authority to levy property taxes will be exempt from fees authorized in this section.
