§ 23-75.4 SAME - SPECIFIC STREETS AND ZONES.
   Pursuant to the authority vested in the board of trustees of the village by § 11-604, 625 ILCS 5/11-601 et seq. (1998), it is hereby determined upon the basis of engineering studies and traffic investigations of the department of public works of the village and the public safety department of the village, that the speed permitted by §§ 23-75.2 and 23-75.3 (as well as by 625 ILCS 5/11-601 et seq.) upon the public streets, thoroughfares, areas and zones thereof in the village hereinafter described is more than reasonable or sound with respect to the conditions found to exist along such streets, thoroughfares, areas and zones, and it is hereby declared that the maximum speed limit along such streets or thoroughfares, or within such areas or zones, shall be as herein stated, which speeds so declared shall be effective at the times specified when signs giving notice thereof are erected along such streets or thoroughfares, or within the areas or zones of affected streets or thoroughfares, by the village manager or the manager's designee:

   (b)   Transition speed limits. The village manager or the manager's designee may provide for transition speed limits through the posting of appropriate signs in any area where the speed limit changes by at least ten mph between zones.
   (c)   Special speed zones. The village manager may, upon the posting of appropriate signs in accordance with 625 ILCS 5-11-605 (1998), establish "school zones" upon the streets and thoroughfares of the village within which a maximum speed limit of 20 mph shall apply. The locations of such "school zones" and the times when such special maximum speed limit applies shall be in accordance with the applicable statutes.
