The maximum speed limit for any vehicle operated on a street in the village, unless some other such limit is established pursuant to the provisions of § 23-75.4 or unless some other such limit is established by the state or the county pursuant to law, is as follows:
(a) Outside of an urban district, the maximum is 65 mph; and
(b) In an urban district the maximum is 30 mph; however, in an alley the maximum is 15 mph.
