§ 22-1 ISSUING OFFICER AND FORMS; ADDITIONAL FEES; EXEMPTIONS.
   (a)   In all cases where a license or a permit is required by this code or other village ordinance, such license or permit shall be issued by the village manager, and shall be attested by the village clerk, except where provision is expressly made to the contrary. Forms for licenses and permits shall be prescribed by and provided by the village manager.

   (b)   Notwithstanding any code provision to the contrary, the fee for any license or permit applied for after the date required by this code or other village ordinances for obtaining such license or permit shall be equal to 150% of the fee otherwise prescribed in this code or other village ordinance.
   (c)   The license and permit requirements of this chapter shall not apply to any person, business, retail establishment, occupation or activity to the extent that the village is precluded or preempted by state law from exercising the licensing and permit power set forth in this chapter over such person, business, retail establishment, occupation or activity. The burden of raising an exemption as provided in this chapter shall be on the person claiming to be exempt or claiming to be conducting an exempted business, retail establishment, occupation or activity. This subsection 22-1(c) shall not be construed to limit the authority of the village to perform any of its necessary or ordinary regulatory functions.
