There shall be and there are hereby established rates for the use of and service supplied by the sewerage system of the Village of Glencoe as follows.
(a) Basic user rate (OM&R). A basic user rate (OM&R) which may consist of both a fixed and volumetric consumption based component as set forth in the village’s Comprehensive Fee and Fine Schedule is hereby established. The minimum basic user rate of the Village of Glencoe to be billed during each three-month period shall be set forth in the village’s Comprehensive Fee and Fine Schedule.

(b) Debt service charge. Reserved.
(c) Surcharge rates and charges. The rate of surcharge for BOD5 and suspended solids shall be determined by the Metropolitan Water Reclamation District of Greater Chicago, if applicable.
