No statement contained in this division shall be construed as preventing any special agreement or arrangement between the village and any industry whereby an industrial waste of unusual strength or character may be accepted by the village for treatment, subject to payment by the industry of user charges in accordance with article III of this chapter, provided such payments are in accordance with federal and state guidelines for user charge systems.
