(a) Each industry shall be required to install a control manhole. Such manhole shall be accessibly and safely located and shall be constructed in accordance with plans approved by the director of public works. The manhole shall be installed and maintained by the industry at its own expense so as to be safe and accessible at all times. The director of public works may require other property owners to install control manholes.
(b) When required by the director of public works, an industry or other property owner shall also install such necessary meters and other appurtenances in the building sewer to facilitate observation, sampling and measurement of the wastes.
