(a) No unauthorized person shall uncover, connect with, open into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a sewer permit from the director of public works.
(b) No person shall dispose of or discharge any matter into a public sewer unless such disposed or discharged matter complies with federal standards promulgated pursuant to the Federal Act and more stringent state, regional, county, sanitary district or village standards.
