§ 21-48 BILLING RESPONSIBLE PERSONS; PAYMENT TO THE VILLAGE; APPEAL.
   (a)   The village shall, within 60 days of completion of the cleanup or abatement of any hazardous material discharge, send an invoice for the costs incurred by the village in connection with such discharge to the person determined by the village to be responsible for such discharge pursuant to this § 21-48 of this article.
   (b)   The person responsible for such hazardous material discharge shall submit payment for the invoice to the village within 30 days of receipt of the invoice.
   (c)   Any person determined by the village to be responsible for a hazardous material discharge may appeal to the village manager any invoice sent pursuant to this section by sending a written notice of appeal to the village manager within 30 days of receipt of the invoice. The appeal shall be heard by the village manager and his or her decision shall be final.
   (d)   The village may institute an action for the recovery of costs billed, or take other action provided by law.
