Whenever it shall come to the knowledge of the director of public works, or other building officers, or complaint shall be made to them or any of them in writing by any two reputable citizens, that any building, wall or structure within the village is in such dangerous condition as described in the preceding section, the village manager shall forthwith report the same to the board of trustees. If it shall appear to the board of trustees, after due investigation of such report, that such building, wall or structure is in such dangerous condition as aforesaid, and the owner or his or her agent, or the lessee or occupant thereof, if within his or her power or duty to do so, shall fail within a reasonable time, to be fixed by the board of trustees, and after notice thereof in writing served on such owner or his or her agent, or upon such lessee or occupant, by such officer of the village as the board of trustees shall direct, specifying wherein such building is unsafe, defective or unlawful, to make the same safe, in such way as the board of trustees may direct, such building, wall or structure shall, upon the order of the board of trustees, be torn down and removed by the director of public works, as the board of trustees may instruct, or made safe as the board of trustees may order.
