§ 5-48 DEFINITION OF SPECIAL EVENT.
   (a)   For purposes of this article, the term SPECIAL EVENT shall mean any activity or use that is not subject to a permit pursuant to article VI or VII of this chapter and either:
      (1)   Requires the use or assistance of, or imposes an impact on, any village property, equipment, or personnel to an extent greater than is customary in the ordinary course of village business;
      (2)   Involves the use of or impact on village streets or sidewalks in a manner that would exceed normal use or travel on such streets or sidewalks;
      (3)   Involve a gathering of more than 100 people, other than gatherings at a religious congregation or other place designed and intended for assembly purposes and permitted under the village zoning code;
      (4)   Involves a gathering of more than 50 people at a dwelling for an activity or use that assesses a charge or fee in connection with participation in or attendance at such activity or use, or is organized or intended for the purpose of raising funds;
      (5)   Involves the organized transport of persons from parking areas within the village to sites either within or outside the village; or
      (6)   Is classified as a temporary use under subsection 5-102D1, 5-102D2, 5-102D5 or 5-102D6 of the village zoning code.
   (b)   Notwithstanding the foregoing, the following events shall not be considered "special events:"
      (1)   A visit or appearance of the President or Vice-President of the United States provided that the visit or appearance is for official business and is open to the general public;
      (2)   A visit or appearance by the Governor of the State of Illinois provided that the visit or appearance is for official business and is open to the general public;
      (3)   A visit or appearance by an incumbent United States Senator elected by the voters of the State of Illinois, provided that the visit or appearance is for official business and is open to the general public;
      (4)   A visit or appearance by a member of the United States House of Representatives elected by the voters of the Congressional District in which the village is located, provided that the visit or appearance is for official business and is open to the general public; and
      (5)   An activity or event that occurs outside the corporate limits of the village, for which village personnel, services and/or resources are provided pursuant to a mutual aid agreement, other intergovernmental agreement, or a custom and practice of intergovernmental cooperation in which the participating municipalities do not charge each other for services provided.
