(a) Information. A person seeking issuance of a permit hereunder shall file an application with the village manager. The application shall state:
(1) The name and address of the applicant;
(2) The name and address of the person or persons, corporation or association sponsoring the activity if any;
(3) The day and hours for which the permit is desired;
(4) The village property for which such permit is desired;
(5) An estimate of the anticipated attendance;
(6) An agreement to indemnify and save harmless the village against any and all liability, loss, damages, costs or expense which it may incur, suffer or be required to pay by reason of the issuance of such permit and the use of the public property; and
(7) Any other information that the village manager shall find reasonably necessary to a fair determination as to whether a permit should issue hereunder.
(b) Standards for issuance of permit. The village manager shall issue a permit hereunder when he or she finds:
(1) The proposed activity or use of the village property will not unreasonably interfere with or detract from any general public enjoyment of such village property;
(2) The proposed activity and use will not unreasonably interfere with or detract from the promotion of public health, welfare and safety;
(3) The proposed activity or use is not reasonably anticipated to incite violence or disorderly conduct;
(4) The proposed activity will not entail unusual, extraordinary or burdensome expense or police operation by the village; and
(5) The facilities desired have not been reserved for other use at the day and hour required in the application.
(c) Effect of permit. A permittee shall be bound by all applicable ordinances fully as if the same were inserted in such permit.
(d) Revocation. The village manager shall have the authority to revoke a permit upon a finding of violation of any ordinance or upon good cause shown.
