(a) It shall be unlawful for any person to operate any moving picture projecting machine or device in any public place or any place where the public is admitted within the village, unless such person so operating the same shall have first obtained, and be at such time the proper holder of, a license therefor as a moving picture projector operator, as set forth in this article.
(b) It shall be unlawful for any person to employ, engage or use a moving picture projector operator who shall not have prior thereto procured, or who shall not at that time be the proper holder of a license, as provided for by this article.
