No person shall operate, maintain or conduct a bowling or pin alley open to the public for which a fee is charged without having first obtained a license therefor as provided by this article. All applications for such a license shall be made in writing to the village manager and shall state therein the intended location of the place of business and the number of alleys to be used therein.
