§ 5-16 SAME - GOOD CHARACTER OF APPLICANT A PREREQUISITE TO ISSUANCE; INVESTIGATION OF APPLICANT, ETC.
   No license required by this article shall be issued to any person who is not a person of good character. Upon receipt of an application for such a license, the village manager shall cause an investigation to be made of the character of the applicant; if the result of such investigation is not favorable, or if the village manager is not convinced of the good character of the applicant, he or she shall return the fee for license.
