No person shall operate, maintain or conduct a billiard, pool, bagatelle or pigeon hole table open to the public without having obtained a license therefor as provided by this article. Every person keeping for use any billiard table, pool table, bagatelle or pigeon hole table or any other tables or implements for similar purposes and open to the public shall pay a license fee of $10 per year for each billiard or other such table he or she may keep.
